System: Windows XP, USB Mouse
Error: Mouse is not working, Mouse is regosnised by Windows XP under Device management however the error is shown in the properties of the mouse:
Windows successfully loaded the device driver for this hardware but cannot find the hardware device. (Code 41)”
Solution:
Regedit,
go to: {HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlClass{4D36E96F-E325-11CE-BFC1-08002BE10318}
Under “UpperFilter”, the data was showing as klmoufltm mouclass”,
When compared to two other WIndows XP machines with USB mice, the same registry entry showed “mouclass” under UpperFilter.
Altering the “UpperFilter” value on the troubled PC resolved the mouse issues.
Thanks for this tip. Had the same Code 41 on my optical USB mouse. I tried all of the Microsoft suggestions as well as from other bloggers. No love. Then found your site. I modified this registry value as you indicated and it worked like a champ. BTW, the value name is plural: UpperFilters, with an ‘s’. Thanks again!

I could not get any pointing deice to work including serial and usb.
Despite having to use regedit with the keyboard only this fix worked a treat.

Couldn’t get any pointing device from multi p/s 2 to usb to work. Thanks, thanks, thanks. registry value originally was “klmoufltm mouclass armoucfltr” removed just the “klmoufltm” and works great now. I am a little curious if anyone knows what happened to add this value and what was it suppose to do.
This fix worked great! My USB keyboard worked but all three ‘Mice and other pointing devices’ (HID Compliant, Logitech MX518, and PS2 Mouse) had Error 41 code. Like others here, I was searching for hours and finally came across this post. Mine had “klmouflt mouclass”. Deleted the first word, exited RegEdit, and rebooted. All Mice devices now work!!
